Makes sense. Personally I still lean more in favour of Python, but another approach would be to just offer support for multiple scripting languages. Different users have different needs, and it shouldn't be too difficult to create an abstract scripting module for the engine.

Typically, wouldn't we only be calling C++ functions from Python? The only reason I can think of why you'd need to call Python from C++ would be if you intended on having a main entry-point function.Python is also slow when calling Python functions from C++

Yes, a PM probably wouldn't be a bad idea. Dunno why I didn't in the first place :p.
As for that program, I can have a look at it, but I'm not sure why it would really need a GUI for image editing. Although maybe one for more user-friendliness couldn't hurt.
