underwater will require a new movement script, the character is programmed to swim in water and never sink.

that last one may make you steer clear of RF or wait for RF2. RF does not currently support multiplayer.

can't say I'll help, but RF is as free as can be. The engine is a bit outdated. Pictures can be put into posts simply by getting a web host like googlepages and uploading it. Then paste the URL here and img tag it.
