Light - no Falloff

I need a standard static Light entity with no falloff (everything inside its radius to receive the same amount of light)
because the staticmeshes get gradient lighted,
i mean whatever is near the light turns too bright,while the far ones are much darker.
the terrain lightning could be uniform.

I want to have one -two (the second at the bottom) master static lights for outdoor that will light both pawns & staticentities actors and staticmeshes
- the suns and sunlights cant be used,they dont work on actors,just on bsp.
