3D trace?

Which program allows you to trace over a 2D picture to make it 3D? Like...I upload a picture of a kitty, which is 2D, and then I trace it to make a 3D kitty. :3

Closest thing I've seen like this is Animation Master. It's a spline based modelling tool.

you take photos and turn it in to a model. its only a 30 day Trial

Open FX also has a trace feature. Open FX is a free 3d modeling program.
