There's no corresponding 3rd person weapon actor available for that weapon. I recommend making your own models, after all you want to create your own unique game, right?
If you still want to use that actor as 1st person weapon you will have to check which animations it has (use the ActView tool for that) and specify them in the weapon.ini file (where it now says idle).
How to adjust the rotations and offsets of 1st person weapons is described in the manual in detail.

Yes With Milkshape you can make the model, texture it, Rig it & animate it. It is very easy to use and there are loads of tutorials on the internet. Then if you load the ms3d file it creates into Equity you can export it as an act file for RF1 & also export it as mesh, skeleton and material files for RF2.
As Paradox already said buy it and get modelling.

If you don't want to pay you can get Google Sketchup and find a .obj exporter for it. Than get blender 2.5. The new stable version. You also need equity 7 beta.

Now make your model in sketchup, texture it in sketchup, export it as .obj, import it with blender, use blender to animate it, export as .3ds, import the .3ds with equity, build the model with equity, and use it in RF.

This way doesn't work quite as well, you won't be able to make as good models with sketchup since it's an building/archetecture program. You can also model with blender, but the new stable version of blender doesn't have the materials button so you'll have to import .obj. If the obj export has imports as well which I doubt.

The best bet is to buy Milkshape. But than again if your computer can handle it than you should get the UDK and buy 3DS Max.

3DS Max is $2000. It doesn't sound like he/she is ready to make that kind of investment. ;) Milkshape is $35. Blender is free, but I don't know of anyone who got animations to work (Zany???).

Does Gmax save the same file type as 3DS Max? That would help a lot because I want to save the file type I need for UDK if I'm going to use it.

oh
Than again using it for UDK would be worth it if you have the skills to make good games with UDK.
