Transparency of actor stencil shadows (0 to 255)
SShadowsColor

Maximum number of lights casting stencil shadows at the same time (0 to 8)
Additionally you need an entry in the menu.ini file to allow a checkbox for the shadows in the options->video menu (this box must be checked for the shadows to work), e.g.

to the characters description in character.ini instead of specifying it in the PlayerSetup entity.
