How do you create an IRC chatroom?

iv looked every were and cant find the instructions on how to create an IRC chat room.

Well, the usual way would be simply joining a channel. If the channel doesn't exist a new channel is created with that name. So for example in mIRC, where the joining command is /join, you'd type /join #channel. If #channel doesn't exist, it's created and you become the operator of it. If it does exist you only join it.

i need to know how to host it and how to set it up to work in your web browser.

There are servers already set up, just choose one and type in your new channel name. To have others join just tell them the server name and channel name. Also, there are many IRC clients that work in a browser such as jwirc.
