Brush Properties Question

Marking a brush FullBright works every time. Looks just as it does no matter what the lighting. However, if I check Light, and set a value -- any value -- it never seems to have any effect. Is there something else I should be doing?

Turn on Radiosity in the compile and you will see its glow on every bsp nearby it.
