Making models from pictures???
I gather you speak of displacement techniques - that is, displacing the vertices according to texture... I can hardly imagine that you can make a 2d picture, load it into modeller, and watch the program transform it to 3d model...
EDIT: Oh, foolish me! You speak of loading BACKGROUND pictures into modeller for reference! Seriously, almost every 3d modelling application I know of supports this function, Blender and Milkshape included.

It's called rotoscope modelling and is utterly useless unless you want to render pretty scenes or put an actor into a movie doing things not humanly possible like in the 2nd and 3rd Matrix movies.
It generates hundreds of thousands of polys for even a simple model.
And let me be honest and say there is no super program out there that will optimize a 200,000 poly model down to even 2,000 poly's.
Heck 3DS Max which is the industry standard cannot even optimize a rectangular room with a corridor leading off of it without deforming it. Basically all any optomiser can do is clean up a model and remove unseen or needed faces, and vertexs. If you try to push it further the model deforms in to utter garbage.
I optomise my models by hand and it's the only way I know of to truly optomise a model for the lowest possible poly count. Thats why all professionals hand optimise.
If your not wanting to make games ignor this post. If games are what you are after spare yourself the time. Get a good modelling package and learn to low poly model. Which isn't that hard. It's texturing a low poly model to look like a high poly model thats hard.

yeah ummm all you can really do is delete the unseen faces and isolated vertices. also try making a low poly model and a high poly. then make a skin for the high poly and try using it for the low poly model.
