Me I use E107. Joomla is ok but you may find any plugins you would like to use you may have to pay for them.

Also if you are just starting out, try xampp it is a easy to install Apache web server. Download your CMS or two and try them out on it before you do it on your web site. remember any thing you do on your site adds to you bandwidth and if you make a mistake you could mess up the site.
