there are only a few forgeworld pieces I even want.
The Remora Drones (top item) and the Piranha TX-42 which can be home made with some greenstuff and a $25 Games Workshop piece rather than the $50 Forgeworld wants for it.
the rest is fine by me to get at Games Workshop.

ZenBudha which legion do you run for chaos?
I didn't see this mentioned yet, but are you going to start off with a combat patrol or start with a larger army? I only ask because when I wanted to outfit all my chaos marines with sonic blasters someone on a forum mentioned for combat patrol you cant use special weapons (or something). I haven't read that far into the book so I don't know for sure but it would have sucked for me to have to use different figures if the other player wouldn't let me substitute. Just saying to check the fine print and such but (I haven't read the Tau codec I just looked at the pictures) with Tau I feel you could just swap figures from another squad you will have if there are such rules.
One last thing. I would suggest learning a few of the Dawn of War Tau lines so you can say them during the skirmish. Just for fun.

I have DoW Dark Crusade.
Tau don't have special rules like that, Basic rules like you can't carry troops in certain tanks, but the army is basically flexible but built around your specific strategy.

I run my own legion but it's basically Fabious Bile with a lot of unstable mutation marines, and mark of khorne. Havocs, defilers, rhino's pretty balanced but extremely effective for chaos.
Only limits I can think of off the top of my head for combat patrol sized games is pretty much no characters with more than 2 wounds. No vehicles with a total armor value above 33 (front,side, rear added together).
I haven't checked them since 5th edition however as it's been 2 years since I played a game that size.

5th edition has Apocalypse Reload rules for large games.

That's the opposite of what I'd expect. I would think the reload rules would be better suited to small skirmishes then large battles just for simplicity.

nope, there are rules for small skirmishes too, but not reload.
