You must also activate the FillColor by setting UseFillColor to true. This will disable the lighgitng ans use the fill color for the whole model instead.

I know, but only StaticMesh entity have UseFillColor setting. I use StaticEntityProxy and it haven't got this setting :(
(I tried StaticMesh yesterday but my tree actor look worse than StaticEntityProxy :( )

I grabbed your actor and looked at it in actview. The leaf regions are sort of 'scooping up', so I believe you are just seeing the shadowed side. Take them and maybe angle or bend them down towards the ground and I believe you'll get the effect you're looking for.

[edit]I put your tree in place of one of my flip trees. As you see, it's small for my level, but we see it from above. Look at all the light your leaves are catching in regular sunlight from above.[/edit]
