Really? All I have heard is this:
Once you download the software it is free forever, however, you need to download it before Nov 7th 2006. Please see this thread for the full explination:
http://forums.microsoft.com/MSDN/ShowPo ... 6&SiteID=1

This is the RF thread about it:
Microsoft Visual Studio 2005 Express Now Free

And this line directly from the Microsoft link above is what I am basing my time limit on:
Posted by Dan(from the MS forums):
"I am proud to announce that today, November 7th 2005, we officially released the downloadable versions of Visual Studio 2005 Express on MSDN and they are free to download for one year!"

Also these lines that clearify it furthur:
Posted by Dan(from the MS forums):
"Sure, all you need to do to use the product "for free forever" is download it on or before November 7th, 2006. After that day, it won't be available to download for free. "

I have made sections bold and italicized to stress the limitations that it mentions.

If you can find an article that declares that it will be available for download for free after Nov 7th 2006, please post it and let me know.

EDIT: *We are starting to go off topic*

From the Visual Studio FAQ:
Effective April 19th, 2006, all Visual Studio 2005 Express Editions are free permanently.
