Window is fine in editor, but solid in game

I made a .tga graphic of one bar on transparent background. In the editor it shows as just one strip across the top of the brush and you can see the stars through the rest of the brush.

In the game the windows are solid, with the .tga file being streatched to fit the whole brush, instead of duplicating it to fit, and the next window is black, the next has the solid graphic, etc.

I have read three tuts on creating the sheets, and the blurb on the transparency for graphics.

Are there any tuts on drawing the graphics? Begin to end? Thanks.
