Would this be possible

Would it work if I built objects such as buildings, gates, doors, bassically a world ,with all the textures applied, in an animation program (anim8or, milkshape, or gmax) then used it as a brush inside the editor. Would this work?

if you mean actors appearing in the editors then yes, place all your actors in the media/actors folder in you main RF install, they will appear in the editor, after you place an actor (staic mech, pawn, SEP, ect.) click refresh and they should appear,
having all the actors textured in the editors, then not really, the actors take the first texture in the txl. and apply that to it in the editor, but it will be ok in game.
