Wacom Graphire3 problems?

I am a new owner of a Wacom Graphire3 and loving it, but for some reason, when I set the pen properties to pen mode instead of mouse mode, it works in everything but photoshop, which basically acts like mouse mode. If anyone else has a graphics tablet, please respond

umm try turning on the pen tool in photoshop. the Wacom switches back to mouse mode when you enter photoshop, but I just click on the pen tool and draw.
