If I have completed a game as much as I see fit, am I allowed to post it on the web? how do I "Build" it into a playable game. I thought I just had to Execute it, however the two options do essentially nothing.

Use gamebuilder which is located in the tools folder. It will create a folder that has all the files needed to run your game.

You didn't try very hard. Here is an excerpt from the manual.
Making a Demo
To put together a demo or a game with Reality Factory you can use the GameBuilder program. First setup Reality Factory so it reflects the correct settings for your game. This means using the IniEditor to pick the correct opening splash or cut scene, menu.ini file and all the rest. Make sure your levels run properly and that they have all been compiled. Then run GameBuilder. It will show the pack file you are currently using, as well as the menu.ini file. Just click the Build Game button and the program will automatically search for all resources required by your game. Your complete game will be placed in a subdirectory called GameBuilder. All files that can will be placed into the VFS file. Excess directories will be deleted. Your game is now ready to be distributed.
