your character and terrain polycount target will depend on what kind of computer you want your game to run on. 3,000 is a good target for characters in medium end gaming systems. to find out what you can get away with, make various levels that are simply unlit hollow blocks and add your 3,000 poly character several times. run this on the lowest spec machine you want your game to run on, and add more until it starts getting choppy. remove a few, count them, multiply that number by 3,000, and you have your target total polycount. take into account how many characters you want onscreen at a time, how detailed your level will be, etc for the final answer.
